You can also obtain a Half-Barrel by simply right-clicking a Barrel or Western Barrel with Shears. A Barrel will drop 2 Brown Half-Barrels and a Western Barrel will drop 2 White Half-Barrels which you can re-dye.
Usage
Water can be placed in half barrels for SWEM Horses to drink by using a Spigot or by right-clicking it with a Water Bucket. It takes three Water Buckets to fill a Half Barrel.

Stacking two half barrels creates a Western Barrel.- [Unknown frequency] Occasionally, when there is a block or spigot above the half-barrel, it does not visually render water. The item is still functional, and removing any blocks above will usually correct the render issue.
